Submission and procedure for dealing with an irregularity signal
You can submit an irregularity signal to the following e-mail address: signal.proeuvalues@osi.bg the message should be titled „Irregularity alert“ and structured in the following manner:
• Description of the irregularity (including whether it is alleged or actual and how it was carried out);
• Period for which the irregularity applies or the exact moment it was executed;
• Manner in which the reporter has identified the irregularity, including information source/s leading to the suspicion of alleged irregularity;
• Identified physical and legal persons related to the irregularity;
• Other information.
According to Council Regulation (EC) No 1083/2006 of 11.07.2006, an ‘irregularity’ is to be understood as ‘any infringement of a provision of Community law resulting from an act or omission by an economic operator which has, or would have, the effect of prejudicing the general budget of the EU by an unjustified charge to the general budget’.
An irregularity for the purposes of implementing a ProEUvaluesBG project is any breach of the contract for financial support to an initiative, a provision of European and/or national law which has or would have the effect of impeding the implementation of a ProEUvaluesBG project, for example by accounting for an unjustified or disproportionate amount of financial support. All forms of corruption are also an irregularity.
The submission will be reviewed by the Project Executive Council (PEC). The PEC will respond by email to the organization/person concerned within one month of receipt of the signal. In case more time is needed to investigate and adjudicate the case, the PEC will inform the relevant submitter of the need for more time to adjudicate and give its reasons for doing so. The one-month time limit for a decision may be extended by a maximum of one additional month.
Submission and procedure for dealing with complaints
The Project Executive Council (PEC) considers and rules on complaints received under the ProEUvaluesBG Project. It may be approached by applicants and beneficiaries of initiatives or third parties in connection with the resolution of cases relevant to the implementation of the project.
The complaint shall be submitted electronically to: signal.proeuvalues@osi.bg titled „Complaint“.
The time limits and procedures for dealing with the complaints are the same as those set out above for irregularities signals.
